Participation was encouraged throughout the Environmental Impact Statement (EIS) process. Information gathered during the EIS process was used to understand public concerns, inform the environmental analysis, and refine the project. Below is a summary of opportunities for public input that were provided during the EIS process.
Public scoping is an early and open process for identifying issues and alternatives to be addressed in an EIS and determining who (e.g., public and government agencies) is interested in a proposed action. The initial public scoping period was conducted for the EIS for Infrastructure Upgrades at Andersen Air Force Base (AFB), Guam. The initial public scoping period occurred in April and May of 2021.
Following the initial public scoping period, the DAF revised the Proposed Action to include the F-15 beddown. The additional public scoping period conducted for the EIS for F-15 Beddown and Infrastructure Upgrades at Andersen AFB, Guam occurred in December 2023 and January 2024.
The DAF conducted a public review period, beginning on June 14, 2024, and ending on July 29, 2024, in accordance with the National Environmental Policy Act.
The DAF requested comments from local and federal agencies, political stakeholders, and interested members of the public and held two public meetings, one in Dededo and one in Yigo, to provide the public with the opportunity to learn more about the proposal and provide input. The public meetings were held in an “open house” format for the duration of each meeting, and all members of the public were invited and encouraged to attend. Written and verbal comments were accepted at the meetings.
